Notice of the Meeting of Billinghay Parish Council
Dear Councillor
You are hereby summoned to a meeting of Billinghay Parish Council which will be held at the schoolroom Billinghay Methodist Church, Victoria Street, Billinghay LN4 4HQ on Monday 6 July 2026 at 7pm. Public and press are welcome to attend for a short session prior to the meeting.

AGENDA
1. To receive and accept apologies where valid reasons for absence have been given to the clerk prior to the meeting.
2. To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on members’ Register of Interests.
3. To receive reports from County and District Councillors.
4. To accept the notes from the meeting held 1 June 2026 as minutes and a true record.
5. Clerk’s report (details forwarded to councillors prior to the meeting).

7. Finance
a. To approve the payments made during June 2026 (details forwarded to councillors prior to the meeting).
b. To approve the bank account reconciliation for the period ending 30 June 2026 (details forwarded to councillors prior to the meeting).
c. To approve the increase in travel expense allowance, to be in line with HMRC revised figures to 55p per mile and 60p per mile when carrying a business-related passenger.
d. To approve the expenditure for a burial metal framework for use in the cemetery.
8. Planning Applications to consider as a statutory consultee (as detailed below and may include those received which require/d a decision before this meeting).
9. LCC highways updates:

10. To report on risk assessment/safety checks. Reports from Cllrs where applicable.
11. To consider the information for joining the Lincolnshire Resilience Forum (neighbours work together in an emergency).
12. To approve the new Bereavement policy and amendments to the undernoted policies (policies distributed prior to the meeting).

13. To discuss and consider the possibility of reviewing parent parking outside of the primary school.
14. To discuss and consider the Proposed Submission Version of the Lincolnshire Minerals and Waste Local Plan consultation. (Details forwarded prior to the meeting).
15. To approve the withdrawal and resubmission of the Billinghay Village Hall and Playing Fields S106 planning application following the decision notice received. (Details forwarded prior to the meeting).
16. To discuss the possible change to the grass cutting contract to cover the additional cutting areas in St Michael’s Churchyard and weeding of the ashes areas 3 & 4 (not yet in use) in the cemetery
