Minutes of the Meeting of Billinghay Parish Council held at Billinghay Methodist Chapel, Victoria Street on Monday 9 October 2023 at 7.00pm.

Present:

Cllrs Liles (WL) Chair, Ball (LB), Cassidy (TC)), Greetham (RG) & Cottrell (SC)

Deputy Clerk: Lou Hird (LH)

Minutes of the Council Meeting

1. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

Apologies had been received from Councillors Catlett, Dymoke and Miller. It was proposed by TC, seconded by SC, and agreed unanimously that these be accepted.

Apologies had also been received from District Councillor Lawrence

At this stage the Council were informed of the passing away of District Councillor Ogden and wished to record in the minutes their appreciation for all the hard work that she did on behalf of Billinghay. She will be sadly missed. Our sincere condolences go to her husband, Stewart at this sad time.

2To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary or other registerable interests in agenda items not previously recorded on members’ Disclosable Pecuniary and Other Registerable Interests' declaration.

None declared.  

3. To receive reports from County & District Councillors.

None present.

4. To accept the notes from the Meeting of 4 September 2023 as minutes and a true record.

It was proposed by TC, seconded by SC, and agreed unanimously that they be accepted.

5. Matters arising and Clerk’s notes.

The documentation for these had been circulated for review prior to the meeting.

6. Correspondence

Items forwarded: NALC Bulletins, Newsletters & Event Info., Planning Applications, NKDC Newsletter, Litter Picking Grant, Letter from John Twells, NKDC Invitation to Parish Engagement Event, Grant Applications (Nov AFM), Litter Picking Voluntary Work, Lincs Air Ambulance.

7. LCC Highways

a. 30mph Sign – Mill Lane / Causeway – prior to the meeting Cllr Catlett had put forward plans for the relocation of the 30mph sign for approval. It was proposed by WL, seconded by TC and agreed unanimously to request Highways to relocate the sign accordingly.

b. SID update – already sent by email to Councillors by AC and incorporated in the Newsletter.

8. Planning Applications to consider as Statutory consultee

22/1631/DISCON    Park Lane, Billinghay.        Amended Plans already approved.

23/0796/VARCON   92 Walcott Road                Amended Plans already approved.

22/0503/OUT          73 Fen Road                     Appeal decision – appeal dismissed

9. Finance

a. To approve payments made during September 2023 (list circulated to Councillors) See Appendix A

It was proposed by LB, seconded by RG, and agreed unanimously to approve the payments.

b. to review signatories for Lloyds and PSDF accounts.

Revised documents sent to Lloyds Bank and the CCLA – awaiting response.

c. Review estimates for fitting of new defibrillator.

As agreed at the last meeting, the SELMEC quote was accepted and the box is now fitted to the Fire Station wall.

d. Litter Picking Grant

Grant application now submitted to NKDC, and receipt acknowledged.

10. Conservation – there was a brief discussion regarding the email from the Conservation Officer and it was agreed to invite the Conservation Officer to a Parish Council Meeting. LH to arrange.

11. Clerk Recruitment Update

Applications have been considered and interviews will be conducted shortly.

12. Office Lease Update

Now progressing and Cllr Catlett has requested details of cost for a longer lease period of 5 years.

13. Xmas Tree Blessing Event

Arrangements are going ahead. WL is arranging the celebrant for the blessing. Music requirements have been identified and LH to produce carol sheets. Glowsticks are also required to hand out to children – LH to arrange. Cllr Miller is arranging the erection and taking down of the tree and will let Councillors know the dates so they can help.

14. Reports from Councillors and any agenda items for next meeting.

  • Councillors were reminded of the dates for the Remembrance Day Parade and requested to attend, if possible,
  • LH was asked to remind people of the inspections required for Risk Assessment inspections.

15. To consider and resolve to exclude the press and public to discuss confidential matters relating to individuals in accordance with The Public Bodies (Admission to Meetings) Act 1960.

It was proposed by TC, seconded by LB and carried unanimously.

16. To approve the recommendations in the Acting Clerk’s report on the changes to the Settlement Agreement detailed in the minutes of the 3rd of July 2023.

The following was proposed by WL, seconded by LB and carried unanimously.

Amendment to Minute 17 – July 2023 meeting resolution

  1. To amend the following resolution to “increase hourly pay by this year’s pay increase to £16.30 per hour effective from 1/4/2023 in full and final settlement.”
  2. To note the information published in error in the Billinghay Times and Advertiser current edition and the issued apology to the former Clerk on the noticeboards and in the next edition.
