Minutes of Billinghay Parish Council                    

4th January 2023 7pm held at Parish Council office        

Present:

Cllrs W. Liles(Chair), A. Catlett, L.Ball, A.Dymoke, R.Miller, T. Cassidy, S.Cottrell.

Not present: All present

Acting Clerk: A. Everard

Members of Public present: None

1. To receive and accept apologies where valid reasons for absence have been given to the Acting Clerk prior to the meeting.  

No apologies. All present.                                                                         

2.  To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on members’ Register of Interests.

None declared.

3. To exclude the media and members of the public from the meeting under Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, as matters under discussion are confidential and relate to individuals.

It was proposed, seconded and unanimously approved RESOLVED to exclude the media and members of the public to discuss confidential matters relating to individuals.

4. To appoint a member to the HR Committee (following the resignation of former Cllr Fisher).

It was proposed, seconded and unanimously approved RESOLVED to appoint Cllr Cottrell to the HR Committee.

5. To receive and note the draft minutes of the HR Committee dated 6/12/2022 and 21/12/2022.

Council received and noted the draft minutes of the meetings.

6. To approve amendments to the Standing Orders and Financial Regulations to temporarily increase the spending limit above £5000 for the HR Committee for a temporary period.

It was proposed, seconded and unanimously approved RESOLVED to increase the delegated spending limit to the amount stated in the confidential report up until the Annual Meeting in May 2023.

7. To approve the temporary appointment and draft employment contract of the Acting Deputy Clerk and recommended pay rate of Scp 18 and pay arrears for hours worked from 17th June 2022.

It was proposed, seconded and unanimously approved RESOLVED to appoint an Acting Deputy Clerk to be appointed on NJC terms and conditions at Scale Point 18 with effect from 17th June 2022 up to a date to be determined by the Council and to pay the arrears for hours worked from 17th June 2022.
