Minutes of the Meeting of Billinghay Parish Council held at Billinghay Methodist Chapel, Victoria Street on Monday 5 December 2022 at 7pm.

Present:

Cllrs Liles (WL) - Chair, Catlett (AC), Dymoke (AD), Ball (LB), Cassidy (TC) & Miller (RM)

Public Session

The meeting was attended by six residents of the Park Lane area to enquire about the planning application 22/1369/RESM which had been discussed with them at the last meeting. They confirmed that improvements to the road surface had commenced. It was explained that we had put in our comments regarding the development, but these issues had already been considered by Planning at the outline stage of the application.

The parking on the approach area continued to be of great concern to the residents as recently the road had been almost blocked by inconsiderate parking. Provision of guest parking areas was suggested but this was thought unlikely to happen as it would be outside the scope of the development. The residents also mentioned other infrastructure considerations, but these fall outside the Planning issues.

Council agreed to

  • look again at the issues on the existing highways arising out of the new development and try to arrange a visit from Highways to inspect the area. LH to contact County Councillor Key.
  • Ask Planning to impose a condition addressing control of access by construction vehicles

Minutes of the Council Meeting

1. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

Apologies were received from Cllrs DF & SC. It was proposed by AD, seconded by TC, and agreed unanimously that these be accepted.

Apologies had been received also from County Cllr Key and District Cllr Ogden.

2To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary or other registerable interests in agenda items not previously recorded on members’ Disclosable Pecuniary and Other Registerable Interests' declaration.

 None.

3. To receive reports from County and District Councillors.

Not in attendance. District Councillor Ogden had sent a report which had been circulated.

4. To accept the notes from Meeting held on 7 November 2022 as Minutes and a true record.

It was proposed by TC, seconded by AD, and unanimously agreed that these be accepted as minutes.

5.  Matters arising and Clerk’s reports

LH confirmed that actions that all issues requiring action had been or were being progressed.

6. Correspondence/Communications  

Correspondence received had already been distributed and included:

  • Bench in Cemetery (see item 12)
  • LCC Pension Fund Letter
  • CIL Reporting Letter
  • Internal Audit Report

7. LCC Highways updates

The new Speed Indicator device has been received and is currently being held at the Parish Office We are still awaiting the erection of the holding posts to complete the installation.

8.  Planning Applications to consider as Statutory consultee

Applications received:  

22/1631/DISCON    Land off Park Lane – erection of 26 dwellings (application to discharge conditions).

The Council had no comment on this specific part of the overall application.

Approved

22/0470/FUL           Rear of 14 Walcott Road – erection of two dormer bungalows.

9. Finance

a. Bank Mandate / Payment authority/ Online Authority & signing

It was reported that LB/WL/AC were still awaiting the finalisation of their online access. This will be taken up with the Bank.

b. To approve payments made during November 2022 (list circulated to Cllrs prior to meeting). See Appendix A.

It was proposed by TC, seconded by LB, and unanimously agreed that the payments be approved.

10. Risk Assessment – report from Cllrs where applicable

WL has completed a satisfactory check of the defibrillator and the War Memorial fences. Other checks had revealed:

  • remedial work being required on Parish Notice Boards
  • Clerk’s Office chair needs repairing or replacing

The need for a budget to cover problems uncovered by these inspections will be considered at the January meeting.

11. Emergency Plan Update

WL advised the next meeting will be in January.

12. Application for a Memorial bench in the cemetery

A resident had requested permission to place a memorial bench within the cemetery. In the past such requests had been refused because the maintenance work fell to the Council and there were already benches there. Residents had been encouraged to place a plaque on the inside of the wall at the front of the cemetery. However, it was agreed that following the recent clean up around the perimeter of the site, consideration could be given to the request. It was agreed to survey the cemetery to find if there are suitable locations. It was pointed out that other parishes did allow memorial benches subject to:

  • a fee to cover maintenance costs
  • approval of the type of bench

An item will be added to the January Agenda when the survey has been carried out. LH will inform the resident of the current position.

13. Reports from Councillors and any agenda items for next meeting.

  • Dog litter bin at the top of Field Road is damaged. AC to investigate
  • The verge just past the parking area at Barrie’s is in poor condition as vehicles are parking on it. WL will investigate.
  • The verges along the new cycle path need attention.
  • WL agreed to investigate the reinstatement of the Coffee Morning at the Community Rooms with a view to the Council considering contributing towards the cost. It was suggested that we approach the Lincoln Diocese for a possible grant also, if appropriate.
