Minutes of the Meeting of Billinghay Parish Council held at Billinghay Methodist Chapel, Victoria Street on Monday 6 March 2023 at 7pm.

Minutes of the Council Meeting

1. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

Apologies had been received from Cllr Miller

It was proposed by AD, seconded by SC, and unanimously agreed to accept. Apologies had also been received from County Councillor Key.

2To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary or other registerable interests in agenda items not previously recorded on members’ Disclosable Pecuniary and Other Registerable Interests' declaration.

None 

3. To receive reports from County and District Councillors.

The County Councillor was not present. GO reported:

  • The Coronation Grant Offer was still available.
  • The voter registration process had been updated regarding means of ID.
  • Council Tax had been agreed by NKDC and there would be an increase.
  • NKDC were well aware of the Martin Moor Project but no detailed plans had yet been submitted. If they are, the decision will rest with LCC and not NKDC.
  • Planning – she confirmed the appeal on the Fen Road application and, as yet nothing new had emerged on the Lafford development.

4. a) To accept the notes from Meeting held on 23 January 2023 as Minutes and a true record.

It was proposed by TC, seconded by LB, and unanimously agreed that these be accepted as minutes.

b) To accept the notes from Meeting held on 6 February 2023 as Minutes and a true record.

It was proposed by TC, seconded by LB, and unanimously agreed that these be accepted as minutes.

5.  Matters arising and Clerk’s reports

LH confirmed all issues requiring action had been or were being progressed – see report issued prior to the meeting

6. Correspondence/Communications  

Correspondence received had already been distributed and included:

  • Methodist Chapel request for Grant for Coronation Event
  • Mobile Phone charge increase
  • Twell’s letter re yellow lines

  • Andrew Deptford defib

7. LCC Highways updates

Speed Indicator Device is now operational. The damaged solar panel needs replacement. LH to include on the next agenda to approve the expenditure.

LH to download the apps on to Office Laptop so statistics can be extracted.

8.  Planning Applications to consider as Statutory consultee

Application:  

22/0503/OUT          73 Fen Road – appeal against decision. Council had no further comments.

Consultation – Martin Moor Project

Several Councillors had attended the recent meeting regarding this project. They pointed out that no application has been submitted but a scoping report had been produced. Council’s main concern for Billinghay was the increased amount of heavy traffic that is likely with the consequent impact on the highways in the parish. A scoping report on this aspect is being planned. It was agreed that Council keep a close watch on developments and react when necessary.

9. Finance

a. To approve payments made during February 2023 (list circulated to Cllrs prior to meeting). See Appendix A

It was proposed by TC, seconded by SC, and unanimously agreed that the payments be approved.

b. To confirm approval of Purchase of Jubilee Clips for SID (agreed unanimously online due to urgent need)

It was proposed by AD, seconded by LB, and unanimously agreed to approve.

c. To consider grass cutting contracts for 2023 to 2024.

As there had not been time to complete the full tendering process for the coming year, the current contractor had been approached. He had agreed to continue the same basis and remuneration as previously. He has been given a copy of the latest grass cutting maps provided with the LCC Urban Grass Cutting Scheme. It was proposed by AC, seconded by TC, and approved unanimously to do this. During negotiations mention had been made of a dead tree in the cemetery. LH to check location so that consideration can be given to its removal.

The Glendale quotation for the Playing Field was also discussed. It was agreed that the figures seemed acceptable. LH to check with Football Club on how much of the field Glendale cut. If this seems reasonable, it was proposed by TC, seconded by AD, and agreed unanimously to accept the quotation.

d. To review the current Asset Register

The Current Asset Register was considered. Some of the figures seemed low bat it was pointed out that items were added at their purchase amount. They were not adjusted for appreciation or depreciation. AC agreed to review the figures with LH and produce a fuller Asset Register that was easier to maintain.

e. To consider the request for a grant for a Coronation Event by the Methodist Chapel.

It was proposed by WL, seconded by AD, and agreed unanimously to award a grant of up to £250 for this function. The Chapel would be asked provide receipts after the event to show how the grant had been utilised. LH to inform the Chapel and arrange payment of the Grant.

f. To confirm participation in the LCC Urban Grass Cutting Scheme for 2023 to 2024

It was proposed by AC, seconded by TC, and agreed unanimously to participate in the Scheme. LH to advise LCC.

10. Risk Assessment – report from Cllrs where applicable

WL confirmed defib at the Children’s Centre was in order.  LH advised that work was necessary on some of the Notice Boards and will obtain the necessary materials to do this.

11. Emergency Plan Update

WL reported there had been no developments since the last meeting and she was reminding the coordinator of the Plan.

12. Arrangements for the Annual Parish Meeting (15 May 2023)

AE reminded that seven days’ notice of the event was necessary. The basic program for the night was agreed as:

6.00pm         Introduction

6.15pm         Riparian display and consultations take place

                     Councillors available for residents to discuss any issues that they may have.

8.00pm         Annual Parish General Meeting to commence.

13. Defibrillator at the Fire Station Update

Still awaiting confirmation that we may place a defibrillator on the exterior wall of the Fire Station. If not agreed, consideration will be given to a further defibrillator at the Village Hall. Decision deferred re purchase until a location is agreed.                               

14. Coronation Event

Village Hall are organising and fuller details will be available after their next meeting on 21 March 2023.

15. Election Matters

Councillors were reminded of the critical dates in the election process.

16. Reports from Councillors and any agenda items for next meeting.

AC mentioned that the Civility and Respect pledge had not been adopted. He asked for it to be placed on the next agenda. Also asked for purchase of replacement panel to be placed on the agenda.

SC has reported the potholes on Church Street using Fix My Street.

TC reported a problem on Field Road (on the area that has not yet been adopted). He will send photos to LH to forward to Highways to see if they can initiate action with the builders.

LB asked if consideration could be given to a 20mph speed limit in the High Street.
