Minutes of the Meeting of Billinghay Parish Council held at Billinghay Methodist Chapel, Victoria Street on Monday 4 September 2023 at 7.00pm.

Minutes of the Council Meeting
1. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.
Apologies had been received from Cllrs Liles, Greetham & Dymoke. It was proposed by TC, seconded by LB, and agreed unanimously that these be accepted.
Apologies had also been received from District Cllr Ogden.
2. To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary or other registerable interests in agenda items not previously recorded on members’ Disclosable Pecuniary and Other Registerable Interests' declaration.
None declared.
3. To receive reports from County & District Councillors.
SL advised that there was nothing new to report from NKDC.
4. To accept the notes from the Meeting of 7 August 2023 as minutes and a true record.
It was proposed by TC, seconded by RM, and agreed unanimously that they be accepted.
5. Matters arising and Clerk’s notes.
The documentation for these had been circulated for review prior to the meeting. Additional points which arose were:
- High Street/Walcott Road repairs have been delayed due to weather conditions.
- Park Lane repairs appear to be completed.
- Volunteers are still required for the new Playpark project.
- The Christmas Tree Blessing Event date set as Wednesday 6 December 2023.
6. Correspondence
Items forwarded: NALC Bulletins, Planning Applications, Email Dist. Cllr Lawrence, NKDC Newsletter, Letter from Resident, NKDC Invitation to Engagement event.
7. LCC Highways
a. The meeting with Highways/ County Councillor Key and resident re state of village footpaths had taken place and deficiencies/problems identified. It was agreed that Highways would carry out a full footpath survey and carry out remedial work.
b. SID – the second SID had been brought into use. There had been incidents of persons changing the direction of the device. Leaflets had been distributed in the area of the location and details given in the Newsletter of the SID’s ability to check speed in both directions without adjustment. It is hoped this will prevent any recurrences.
8. Planning Applications to consider as Statutory consultee
Applications
23/0944/PNND Ruston’s Farm, Tattershall Bridge Road Prior Approval
23/0936/PNND Grange Farm, Digby Fen Prior Approval
Council had no comments on either application/
Update 99a High Street
Possible breach of Planning regulations – details of action taken by Enforcement Officer were given to Councillors.
9. Finance
a. To approve payments made during August 2023 (list circulated to Councillors) See Appendix A
It was proposed by LB, seconded by RM, and agreed unanimously to approve the payments.
b. to review signatories for Lloyds and PSDF accounts.
LH confirmed the process to add Cllr Miller as a signatory to the Lloyds Bank Accounts had commenced.
Approval of the Minutes for the August meeting was required so that we could confirm the changes to the PSDF account. This had been done and LH will now send the relevant forms to arrange the new signatories.
c. Review estimates for fitting of new defibrillator.
Three estimates had been requested but only two had been received. These were considered in detail and it was proposed by TC, seconded by SC, and carried unanimously that the SELMEC quote be accepted.
10. First Aid Training Requirements
When this issue was first raised, it was thought that we would be able to arrange free training. This is no longer the case and SC gave estimated cost for a suitable course. We already have a trained person on the Council and there is no legal requirement for Councillors to be receive the training. Therefore, it decided to defer the matter at the present time. LH to investigate whether LALC can provide such training.
11. Clerk Recruitment Update
AC reported on the number of enquiries made and Clerk applications received.
12. Office Lease Renewal
AC advised that the documentation had been returned to our solicitors and we were awaiting completion.
13. NKDC Engagement Event
No Councillors wished to attend.
14. Reports from Councillors and any agenda items for next meeting.
RM reported that the junction at the Church Street Bridge with the A153 was dangerous as the vegetation on the riverbank obscured the view of approaching traffic. LH to report on Fix My Street.
SC mentioned a possible breach of Planning Regulations and will discuss this with NKDC Planning.
LB, RM and AC advised that they would not be able to attend the October meeting due to holidays. LH to contact remainder of Councillors with a view to changing the date so there would be a quorum.
