Minutes of the Billinghay Parish Extraordinary Meeting held on Monday 9 February 2020 at 7pm Ringmoor House, Ringmoor Close, Billinghay.

1.         Acceptance of apologies for Absence and reasons given (LGA1972 Sch. 12, Para 40)

 Apologies and reasons had been received from Cllrs Locke. It was proposed by SC, seconded by JJ and resolved that these be accepted.

2.       Receive Declarations of interest and consider applications for dispensations in relation to DPI’s.           

None

3.         Planning Matters

a. Received Applications         

           20/0142/OUT 69 Walcott Road Billinghay Lincoln Lincolnshire LN4 4EG

Proposal:  Outline application for the demolition of the existing bungalow and the erection of 2no. new dormer bungalows with means of access, appearance, landscaping, layout and scale to be considered.

            The clerk advised that a resident had raised concerns about the following:

•   Shared access driveway to be retained.

•   Drainage to be adequate from new tarmac shared access drive.

•   No windows in end of bungalows.

•   Damaged Herras fencing on plot currently causing obstruction of shared access.

Concerns were covered within application information. It was agreed clerk would

             make NKDC Planning Dept. aware of the concerns.

19/1761/RESM Land off West Street 130 dwellings Application for approval of reserved matters outline and access. Design and Landscaping, layout and scale.

Cllr Locke was unable to attend the meeting but had sent concerns regarding the application for Cllrs to consider. The following concerns were raised by Cllrs:

1 Overdevelopment of the site

2 Lack of parking spaces for homes and visitors

              3 Concerns for children’s safety with the attenuation area, as it is expected at times.        

   to be filled with water. Also concerns about flooding at times of heavy rainfall.
