Minutes of PC virtual Meeting via ‘Teams’
Monday 5 October 2020 – 19:00-20:30
Public session:
1 member of public attended.
Present:
Councillors Cassidy, Harvey, Catlett with Councillor Locke chairing meeting.
1. Apologies:
None given. Owing to problems with connection to join the meeting, Councillors Walters, Bell and Waters and DC Cllr Ogden were unable to attend
2. Declarations of Interest:
none.
3. Reports from District and County Cllrs:
Cllr Ogden advised that NKDC had a full Council meeting on 7 Oct to discuss boundary changes following consultation.
4. Notes of previous meeting to accept as Minutes and a true record
Proposed KL Seconded TC and resolved
5. Parish Council Vacancies:
A resident attended as interested in finding out more about Parish Council. Attending a meeting is part of requirement for co-option.
Action: Clerk to arrange virtual meeting with KL and CW
6. CD007 Grant Policy Review
It was resolved
- To ask groups applying for grants to supply copies of safeguarding policies or create policy if not already in place.
- To consider grants towards running costs to further support groups and as many funders will not cover this expenditure.
- To encourage a more environmentally sustainable way, of repair if possible, and reduction of new purchases if part used alternatives are available.
No requests for grants had been received. This year had been very difficult for the groups with Covid-19 restrictions.
7. To agree rolling programme of reviewing policies and to agree Committee meeting dates.
Action: Councillors to look at calendars and suggest possible dates.
Rename committees, to make them self-explanatory.
8. To agree a date for QUISCOM meeting prior to finance meeting on 16 November.
Action: Councillors to suggest a date.
9. To consider project ideas for financial year 2021 and residents consultation.
Action: Councillors to submit any ideas for the Nov 2 meeting
10. Christmas 2020 celebrations and agree expenditure.
KL suggested the use of battery lights on trees at different locations around the village.
A Christmas tree festival/ tree trail and prizes awarded.
Provision of lit trees for businesses (with their permission).
Lights on Bridge railings (if possible).
TC mentioned that batteries may not last long throughout the season, which would mean they would need replacing.
Action: Clerk would look at prices and asked if Councillors would also research ready for next meeting, to allow decisions to be made on options.
11. To agree wreath laying for Remembrance Day:
Royal British Legion and Parish Council were tasked with avoiding any action, that could encourage groups meeting. There would be no ceremony this year due to the pandemic.
Proposed AC seconded KL resolved to purchase wreath as usual for Parish Council.
Action: Clerk was asked to find out when the next road closure training session was taking place and report back to Council.
12. Emergency Plan Review:
It was Proposed KL and Seconded TC resolved that the Emergency Plan be actively encouraged, and new volunteers asked to come forward to support the local community. It was agreed that with Winter approaching there was a need to have a group in place as soon as possible.
13. Neighbourhood Plan Review due in 2021
Action: Clerk to contact officer at NKDC Communities Dept to find out what was needed for the review.
14. Finances
a. To approve payments (list circulated prior to meeting).
Proposed KL seconded TC and resolved to accept.
b. To agree any expenditure arising from agenda items this meeting.
None agreed.
15. Community Speedwatch
TC updated that volunteers were still needed. The scheme had been running for 1 year.
Police had gone out with the group and would do so on a regular basis.
Out of 8400 vehicles, 640 were found to be exceeding the 30mph speed limit.

17. Speed Indicator Device
TC would take down device for recharging and it would be put back up in Mill Lane.
18. Planning Matters
Planning Applications received
20/1097/HOUS 10 Princess Square extensions and garden room partly retrospective.
20/1115/RESM Sundown Tattershall Road: erection of replacement dwelling.
Planning Applications approved
20/0142/OUT 69 Walcott Road Demolition of existing bungalow and erection of 2 new dormer bungalows with access, and layout to be considered.
19. Cllrs Reports and items for next agenda
FH commented that she was aware ‘fix my street’ website was being used to report highways issues.
