Notes of the Billinghay Parish Council Virtual Meeting held on Monday 17 August 2020 by zoom.

Public Session

Andy Catlett had applied to join the council by co-option.

 

1.       To receive and Accept apologies, where valid reasons for absence have been given to the clerk prior to the meeting. (LGA1972 Sch. 12, Para 40)

            Apologies and reasons had been received from Cllr Jackson and Harvey. It was proposed by KL, seconded by TC and resolved that these be accepted.

2.         To receive Declarations of interest under the Localism Act 2011- being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written consider applications for dispensations in relation to DPI’s.

           None

3.        Accept Notes of the Parish Council Meetings held 6 July 2020 and adopt by resolution as true record and minutes

It was proposed by KL, seconded by TC and carried unanimously that the notes be accepted as minutes.

 4.       Reports from County Councillor and District Councillors (if in attendance)

            None

 5.        Co-option of new Councillors to fill vacancies

           It was proposed by KL sec by TC and resolved that Andy Catlett should be co-opted.

 6.        Finances

           a. To approve payments (list circulated to cllrs prior to meeting)

           Proposed TC and Seconded AD resolved to accept as true record.   

  7.      Community Speed Watch: Cllr Cassidy

          TC informed Cllrs that 8722 vehicles had passed through the speed watch

           64 were found to be speeding. New volunteers were always welcomed and training available. 4 people had shown interest in taking part.

8.        Clerks’ Report

           ∙ Litter bins had been ordered 1 for Mill Lane and a spare.

           ∙ The Clerk and TB had done Risk Assessment training delivered via zoom.

           ∙ The Clerk had asked for a quote to do transfer of information to new website from a company who were working for a number of parish councils. Item to

             be included next agenda to agree expenditure.

9.        Planning Matters:

                       Approved Applications:

         20/0615/HOUS Sundew Cottage Tattershall Road Billinghay Demolition of timber frame store and erection of two-storey side extension.

                      20/0498/HOUS 86 Walcott Road Billinghay Lincoln   Proposed single storey extension and alterations to create a pitched roof.              

                      Planning Applications:

                      20/0877/HOUS  78 Skirth Road Billinghay  Proposed dropped kerb and hardstanding at the front of property (Retrospective) - No comments

           10.      Cllrs Reports and items for next agenda.

                     None. KL would submit items.

           11.      Closed Session

           a. Allotment matters 

           It was proposed by TC and seconded by KL resolved to ask land agents to assist with outstanding allotment matters as outlined in correspondence supplied recently to Parish Council.                

      b. To consider quotations for rebuild/repair of wall.

      Quotations had been requested.

      c. To consider quotations for roundel on Mkt Place.

      Clerk was awaiting a second quotation to arrive.
