27 June 2022 EGM

 

Minutes of the Extraordinary General Meeting of Billinghay Parish Council held at Ringmoor House on Monday 27 June 2022 at 7pm.

Present:

Cllr Liles (WL), Cllrs Catlett (AC), Ball (LB), Dymoke (AD), and Fisher (DF)

Assistant to Clerk: L Hird (LH)

1. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

Apologies received Cllr Harper and it was proposed by AC, seconded by AD, and agreed unanimously to accept.  Cllr Willingham also sent apologies by email but not opened before the meeting.

2. To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on members’ Register of Interests.

None declared

3.  To resolve to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960.

It was proposed by AC, seconded by LB, and agreed unanimously to go into closed session.

4.  To discuss a recent confidential staffing matter and for council to resolve to engage LALC services to provide a locum clerk on a temporary basis.

Numerous factors emerged during the discussion regarding the action required during the possible long-term absence of the Parish Clerk. LALC have recommended the use of a locum. It was agreed to adopt this course of action.
